Granite County Planning Board

The Granite County Planning Board will hold a public hearing on proposed amendments to the Granite County Growth Policy, specifically the Town of Drummond section of the Growth Policy. This public hearing will be held on Thursday, May 3, 2012, at 6 p.m., in the Drummond Library, 108 W Edwards, Drummond, MT. The proposed amendment addresses the updated Town of Drummond section of the Growth Policy, which has been prepared for Granite County by consultant Brent Moore following public participation scoping meeting with the residents of the Town of Drummond. Sealed proposals will be received until 1:00 pm local time, April 30, 2012 and will be publicly opened and read aloud at the Board of County Commissioners Office, at the Granite County Courthouse, 220 North Sansome Street, Philipsburg, Montana 59858 for one HEAVY DUTY STATIONARY COMPACTOR. After this time, no proposals will be received. Proposals shall clearly marked on the outside of the envelope “HEAVY DUTY STATIONARY COMPACTOR – SEALED PROPOSAL ENCLOSED – APRIL 30, 2012.”

The basic specifications to be met for the Heavy Duty Stationary Compactor are:

INVITATION FOR BIDS

GRANITE COUNTY COURTHOUSE – PARTIAL RESTORATION
PHILIPSBURG, MONTANA

Sealed bids will be received until 1:00 pm local time, April 3, 2012 and will be publicly opened and read aloud at the Board of County Commissioners Office, at the Granite County Courthouse, 220 North Sansome Street, Philipsburg, Montana 59858 for the GRANITE COUNTY COURTHOUSE – PARTIAL RESTORATION. After this time, no bids will be received. Bidding Contractors shall clearly mark the outside of their envelope “GRANITE COUNTY COURTHOUSE – PARTIAL RESTORATION – SEALED BID ENCLOSED.”

The Scope of Work, in brief, consists of historic flashing repairs, removal of all existing paints on historic exterior galvanized architectural metals, preparing historic exterior galvanized architectural metals for new paint, and painting historic galvanized architectural metals.

Alternate work, in brief, include 1) Interior Plaster Restoration 2) Dome Window, Sash, and Frame Restoration, and 3) Energy Performance Upgrades at the Rotunda ceiling.

Bid Documents may be viewed at the Granite County Courthouse, 220 North Sansome Street, Philipsburg, Montana; Missoula Plans Exchange, 201 North Russell Street, Missoula, Montana; Butte Builders Exchange, 4801 Hope Road, Butte, Montana.

Bids Proposals shall be submitted on the forms provided with the Contract Documents. Requests for out-of-town delivery must be accompanied by pre-paid postage. Plan sets returned to the offices of A&E Architects in good condition within ten (10) days of the bid opening shall receive a deposit refund.

Bids shall be accompanied by bid security meeting the requirements of the Contract Documents in the amount of ten percent (10%) of the total bid made out in favor of the Owner. The successful bidder will furnish an approved Performance Bond and Payment Bond in the amount of one-hundred percent (100%) of the Contract.

A pre-bid conference/walk-through is scheduled for 10:00 a.m. local time, March 20, 2012. Attendance is strongly recommended. The Contractor shall comply with all fair labor practices and state statutes including the Montana Prevailing Wage Rates.

Public Notice

Notice of application for Air Quality Permits (pursuant to Section 75-2-211, MCA, and ARM Title 17, Chapter 8, Subchapter 6, Open Burning), Granite County Solid Waste will file on or about February 8, 2012 applications for conditional air quality open burning permits from the Permitting and Compliance Division of the Montana Department of Environmental Quality (Department). Applicant(s) seeks approval of its/their applications to open burn untreated lumber, trees, branches and wood products at Section 21, Township 7 North, Range 14 West, Philipsburg Container Site and Section 32, Township 11 North, Range 12 West, Drummond Container Site.
Any member of the public with questions or who wishes to receive notice of the Department’s determination, and the location where a copy of the application and the Department’s analysis of it can be reviewed, or to submit comments on the application, must contact the Department at 1520 East Sixth Ave., P.O. Box 200901, Helena, Montana 59620-0901, phone (406) 444-3490.
Any comments on the applications must be submitted to the Department within 20 days after publication of this notice or filing of the applications, whichever is later. The Department’s decision to approve or deny applications for a conditional open burning permit may be reviewed by the Board of Environmental Review (Board) according to the following procedure:
When the Department approves or denies the applications for a conditional open burning permit under this section, a person who is jointly or severally adversely affected by the Department’s decision may request, within 15 days after the Department renders its decision, upon affidavit setting forth the grounds therefore, a hearing before the Board. A hearing shall be held under the provisions of the Montana Administrative Procedures Act.
The Department’s decision on the applications is not final unless 15 days have elapsed and there is no request for a hearing under this section. The filing of a request for a hearing postpones the effective date of the Department’s decision until the conclusion of the hearing and issuance of a final decision by the Board.

Subdivision Regulations Amendments
The Granite County Board of Commissioners, Town Council of Drummond and Town Council of Philipsburg will hold a public hearing at 3 p.m., on January 30, 2012, in the Granite County Courtroom of the Courthouse, 220 N. Sansome Street, Philipsburg, Montana, to gather comments regarding proposed amendments to the Granite County Subdivision Regulations and the Granite County Road Standards.

A hard copy of the proposed amendments is available for public review at the Granite County Planning Office, the Granite County Clerk and Recorder’s Office, and online at the Granite County website.
